Quick answer
ElevenLabs sells six self-serve plans, from Free at $0 to Business at $990 a month, and every plan is priced around a monthly pool of credits. Creator at $22 a month (121,000 credits) is the lowest tier the vendor lists for professional voice cloning, which makes it a sensible fit for regular podcast or video narration. Starter at $6 a month suits light projects, and Pro or higher fits heavy volume or teams.
ElevenLabs pricing looks simple on the surface, but a plan is really a credit allowance plus a set of features. How far a plan goes depends on how much audio you generate, and the Free plan cannot be used commercially.
We compared the vendor's pricing page, billing documentation and help center articles. Prices below were read from ElevenLabs' own pages on 2026-10-13 and can change, so confirm the live numbers before you buy.
Below you will find a plan-by-plan table, notes on credits, licensing, cloning and the API, and a section matching plans to podcasters, YouTubers, small teams and developers.

Text to speech, voice cloning and dubbing sold as monthly credit plans, with a separate usage-based API and agents product.
ElevenLabs plans and what they include
All figures here come from ElevenLabs’ pricing page as read on 2026-10-13. Prices are monthly list prices, and credits are shared across the platform’s products.
| Plan | Monthly price | Included credits | Seats and notes |
|---|---|---|---|
| Free | $0 | 10,000 | No commercial license, attribution required |
| Starter | $6 (first month $1, limited-time offer) | 30,000 | Entry paid tier with commercial rights |
| Creator | $22 (first month $11, limited-time offer) | 121,000 | Professional voice cloning available |
| Pro | $99 | 600,000 | Larger pool for frequent production |
| Scale | $299 | 1.8 million | 3 seats |
| Business | $990 | 6 million | 10 seats |
The vendor also states that annual billing gives two months free. We left out per-plan annual figures because we could not confirm the exact billing basis for each one, so check the pricing page toggle.
How credits translate into audio
The pricing page says that on the V2 Multilingual models, 1 text character equals 1 credit. A 30,000-credit Starter allowance therefore covers roughly 30,000 characters of generated speech, and the vendor says Flash and Turbo models can cost between 0.5 and 1 credit per character on API usage. Because credits are shared across tools, dubbing or other features draw from the same pool.
When credits run out, ElevenLabs offers pay-as-you-go top-ups with a $5 minimum, and the billing documentation says those credits last 12 months. They are used after your subscription credits.
Licensing, cloning and cancellation terms
The help center states that the Free plan has no commercial license, and that paid plans include commercial rights for content generated during the subscription, subject to the terms of service. Content generated outside a paid subscription cannot be used commercially.
On voice cloning, the vendor’s help documentation says professional voice cloning requires Creator or above, and that it works best with a long recording. Instant cloning needs only a short sample and sits on the lower paid tiers.
Cancelling does not end service immediately. Access continues to the end of the billing cycle, after which unused subscription credits are forfeited. Rollover caps are described differently across vendor pages, so read the pricing FAQ before relying on carried-over credits.
API and agents pricing sit apart
Developers should not size their budget from the plan table. ElevenLabs publishes API pricing and Agents pricing on separate pages, and API usage is billed in dollars. Rates have changed, and the sources we saw listed different per-character figures, so we have not printed any here.
Which plan fits whom
Podcaster. A weekly show with narrated segments can run on Creator, since 121,000 credits covers a sizeable script volume and the plan includes professional voice cloning for a consistent host voice. If you only add short intros, Starter may be enough.
YouTuber. Channels that publish several voiced videos a week and monetize them need a paid plan, because the Free plan has no commercial license. Creator is the sensible baseline, and Pro is worth a look at higher output. If you also make video, our best free AI video generator guide compares tools to pair with it. For a closer look at the voice library and cloning rules, see our ElevenLabs review, and if you only want documents read aloud, our Speechify review covers a cheaper reader.
Small team. Seat count decides here. Scale includes 3 seats and Business includes 10, so a team sharing one credit pool should compare those two against several individual Creator plans.
Developer. Prototype on Free or Starter to check output, then move to usage-based API billing for production and review the Agents page if you are building voice assistants. Startups can also look at the vendor’s grant program for agents.
Frequently Asked Questions
How much does ElevenLabs cost per month?
ElevenLabs lists Free at $0, Starter at $6, Creator at $22, Pro at $99, Scale at $299 and Business at $990 per month on its pricing page. Starter and Creator showed discounted first months of $1 and $11 on 2026-10-13; these are limited-time offers. Check the pricing page for current figures.
Can I use ElevenLabs audio commercially on the Free plan?
No. The vendor's help center says the Free plan does not include a commercial license and requires attribution. Paid plans include commercial rights for content generated during the subscription, subject to ElevenLabs' terms.
Do unused credits roll over?
ElevenLabs says unused subscription credits can roll over while you stay on the same plan, up to a cap. The help center and pricing FAQ describe the cap differently, so read the live pricing FAQ for the exact limit. Pay-as-you-go top-up credits last 12 months.
Which ElevenLabs plan includes professional voice cloning?
ElevenLabs' help documentation says professional voice cloning needs the Creator plan or above, and recommends a long recording sample for it. Instant voice cloning, which needs far less audio, is available on lower paid tiers.
Is the ElevenLabs API priced separately?
Yes. ElevenLabs publishes separate pages for API and Agents pricing, with API usage billed in dollars per characters of audio rather than from your plan's credit pool. Model rates differ and have changed recently, so use the API pricing page instead of the plan table.
Can I get a refund or cancel at any time?
Cancelling keeps access until the end of the billing cycle, then the account moves to Free and unused subscription credits are forfeited. ElevenLabs' billing documentation also describes a refund window of 14 days when no credits have been used. Confirm the current terms before paying.
Final Verdict
Start by estimating your monthly character count, then pick the smallest plan whose credits cover it. For most regular narrators that points to Creator at $22 a month, because it adds professional voice cloning and a larger credit pool. Light users can begin on Starter, while Pro, Scale and Business make sense only when volume or seat count demands them. Check the pricing page for current figures before you subscribe.
